New Foundations is a private, non-profit child welfare agency licensed by the Department of Public Welfare, and contracted to provide service to children and families in Philadelphia, Delaware and Lancaster counties. We are also a contracted provider through the Statewide Adoption Network (SWAN). New Foundations currently serves 194 children and their foster and biological families in the following ways:
