Temple Grandin is currently an assistant professor of animal sciences at Colorado State University in Fort Collins. Her new book is "Animals in Translation: Using the Mysteries of Autism to Decode Animal Behavior".


Temple Grandin is one of the nation's top designers of livestock facilities. She is also autistic. In her 1995 book "Thinking in Pictures", she described how her inner-autistic world led her to develop an empathy for how animals cope.

As foster parents on the front line of foster care, it is our job to lobby for changes at both the state and federal levels to bring about changes in how children are permanently placed out of foster care. This publication offers alternative solutions which you can give to your legislators at act on.


As foster parents, we know first-hand how aggressive agencies and caseworkers can be to get a child, whose parental rights have been terminated, adopted. But did you know that one reason states are so aggressive is that the Federal Government pays the state $4,000 per child adopted and an additional $2,000 per special needs child!


But when adoption isn't the best solution, states don't receive any Federal help.

Suicide, the unspoken disease, kills more people than homicide. According to the United States Surgeon General, Americans under the age of 25 accounted for 35% of the population, and 15% of all suicide deaths in 1996.

Any threat of suicide by a foster child should be taken seriously. Suicide is the third-leading cause of death among those aged 15 to 24 years, and the fourth- leading cause of death among those aged 10 to 14 years.

The best preventive tool is communication. Encourage your foster children to report any threats of suicide. An overwhelming majority of young people who hear a suicide threat from a friend or loved one don’t report the threat to an adult.

A "Surrogate Parent" is required by the Federal Special Education Law when a child's natural parent or guardian is not present for IEP meetings (Individual Educational Program).


At times when the child's caseworker is not available to attend an IEP, the school district may require a "Surrogate Parent" to sit in.


Many Foster Parents take the training to become Surrogate Parents. Although they can't be a Surrogate Parent for their own foster children, they may for other foster kids. This is often beneficial given the understanding that foster parents have for children in foster care.


The Surrogate Parent represents the child's parent's best interests regarding Special Education decision
